In some instances, you will need approval from the HOA before work is to begin in any condominium community, including Powder Wood. Per the CC&R's that you signed and agreed to abide as an owner, you must obtain approval before you change the flooring in your condo if there is another condo beneath you. Any item that includes going through the sheet rock requires approval first. Any item that is on the exterior requires approval, such as the door, the windows, adding a lock-box, or a door-camera, etc.
If you are not sure if what you want to do is permitted, it is always best that you check first. Owners that conduct non-approved changes that did require approval first could be fined quite heavily.
